Ukraine has called for a ban on the participation of Russian military personnel in United Nations peacekeeping and policing missions following reports of sexual violence linked to Russian forces during the ongoing conflict in Ukraine. The appeal was made by Andriy Melnyk, Ukraine's permanent representative to the UN, during an emergency meeting of the UN Security Council on June 8.

Melnyk argued that the Russian armed forces, recently listed by the UN Secretary-General for involvement in sexual violence connected to the war, should not be allowed to operate under the UN flag. He stated,

"Armed forces that the Secretary-General included again in a list for sexual violence related to the conflict cannot and must not participate in any UN operations. Russian personnel must be banned from UN peacekeeping and policing missions."

During his speech, Melnyk also suggested that if Russia continues to reject UN General Assembly resolutions and the findings of relevant UN bodies, it might be time for Russia to exit the United Nations altogether. This call reflects widening diplomatic rifts that could have economic repercussions, as geopolitical instability often influences currency valuations, investor confidence, and global financial markets.

The issue gained further traction following the release of a UN report in late May, which, for the first time, listed the Russian military on a blacklist due to allegations of rape and other sexual crimes against prisoners of war and civilians amid the Ukraine conflict.

Melnyk sharply criticized Russian UN Ambassador Vasily Nebenzya’s defense of the report, which Nebenzya described as an attempt to discredit Russia. The heightened diplomatic tensions and ongoing hostilities raise concerns for households and everyday investors worldwide, particularly through potential market volatility and currency fluctuations stemming from sustained conflict.

The emergency Security Council session was convened at Ukraine’s request following a major escalation on June 2, when Russian forces launched one of the most intense attacks of the full-scale war. According to Ukrainian authorities, at least 22 people were killed in Kyiv and Dnipro, with over 100 injured nationwide, most in Kyiv Oblast.

Melnyk also noted Russia’s refusal to engage in peace talks, despite Ukraine proposing a meeting between leaders on neutral ground. He quoted President Putin’s repeated refusal: "No, again and again, no." This ongoing impasse prolongs the conflict’s economic toll, affecting household budgets through inflationary pressures and uncertain investment environments.
