Belgorod Restores Mobile Internet and Street Lighting After Months of Disruptions

The acting governor of Russia's Belgorod region, Alexander Shuvaev, has ordered the restoration of mobile internet services and the reactivation of street lighting in the city of Belgorod. This move comes after months of intermittent shutdowns that have affected residents' daily routines and household management.
Starting the evening of May 30, mobile internet services were reportedly stabilized and street lighting reinstated in the city, according to Shuvaev's announcements. Decisions regarding these services in other localities within the region will be made by local authorities based on the evolving operational situation.
Impact on Households and Local Economy
Prolonged disruptions of mobile internet and street lighting since October 2025 have placed significant pressures on households, complicating communication, limiting access to online financial services, and affecting general safety. Residents and small businesses have faced challenges in managing everyday affairs such as paying bills, monitoring investments, and securing their properties after dark.
Moscow’s conflict-related damage to infrastructure has caused frequent power outages, prompting the city’s mayor, Valentin Demidov, to implement partial shutdowns of street lighting to reduce stress on the energy grid and expedite power restoration following shelling incidents.
"These service interruptions have not only disrupted communication but also affected the security and financial activities of our citizens," said an official familiar with the situation.
For households, the restoration of mobile internet is particularly critical. Many rely on mobile banking and online platforms to manage savings, monitor currency fluctuations, and conduct transactions. On May 25 alone, local authorities reported two mass rocket strikes by Ukrainian forces, inflicting damage on energy infrastructure and causing intermittent electricity and water supply disruptions.
One person was wounded, and several administrative buildings, private homes, and vehicles were damaged during these attacks. These events underscore the fragile security environment influencing infrastructure decisions, including the temporary reinstatement or suspension of utilities.
Shuvaev has emphasized that the rollback of restrictions is tied to "defensive measures to reduce risks to the population," while acknowledging that services could again be limited should threats intensify.
Previously, the former governor, Vyacheslav Gladkov, criticized the partial mobile internet shutdowns for impairing critical communication channels that are essential for public alerts and civil protection.
