The United States has lifted sanctions on Miami-based company Bel-Kap-Steel, which forms a joint venture with the Belarusian Metallurgical Plant (BMZ), a major steel producer in Belarus. The move follows a series of political prisoner releases in Belarus and signals a thaw in diplomatic relations between Washington and Minsk.

Sanctions Lift Reflects Diplomatic Progress

Bel-Kap-Steel was added to the US sanctions list in August 2023 alongside the European Union’s restrictions on the company and BMZ. At that time, the Belarusian Metallurgical Plant was identified as one of Belarus’s top five state enterprises, contributing significant revenue to the Lukashenko regime through steel exports and domestic sales.

The US Treasury Department’s Office of Foreign Assets Control (OFAC) announced the removal of sanctions on July 23, 2026, attributing the decision to the recent large-scale release of political prisoners in Belarus. Since late 2025, Minsk has freed hundreds of detainees as part of negotiation efforts with the US, including releases brokered by former US special envoy John Coule, who negotiated the freeing of 123 prisoners in December 2025 and another 250 in March 2026.

These diplomatic developments culminated in prisoner exchanges involving Poland and Belarus, easing tensions and prompting Washington to relax its punitive measures against Belarusian financial and industrial firms. Along with Bel-Kap-Steel, sanctions were eased on Belarus’s banking sector and key export companies such as Belaruskali, a major potash fertilizer producer.

"The decision to lift sanctions on Bel-Kap-Steel reflects progress in bilateral relations and may ease pressures on Belarus’s economy," said a financial analyst familiar with Eastern European markets.

Implications for Belarusian Households and Investors

This shift in US policy carries notable consequences for Belarusian consumers and everyday investors. The removal of sanctions on a prominent industrial firm could stabilize Belarus’s currency by improving export revenues and foreign investment inflows.
